The picture shows Athletics Essendon athlete Cameron Searle being presented with a $1,000 cheque on behalf of the Moonee Valley Foundation by Foundation treasurer Peter Dunn (who is also an Athletics Essendon official and life member).  Cam was selected on the basis of being a very promising junior sprinter at the 100m and 200m distances.
